| 中国与智利签署中智自贸区服务贸易协定 |

 2008年4月13日，在胡锦涛主席和智利总统巴切莱特的共同见证下，商务部长陈德铭和智利副外长万克拉韦伦分别代表两国政府在海南三亚签署了《中华人民共和国政府和智利共和国政府自由贸易协定关于服务贸易的补充协定》。 中智自贸区服务贸易谈判是由吴邦国委员长与巴切莱特总统于2006年9月共同宣布启动的。此后，中智双方就服务贸易协定的具体条款和部门开放承诺表等内容进行了6轮磋商，并于近期就协定内容全部达成一致。根据该协定，中国的计算机、管理咨询、房地产、采矿、环境、体育、空运等23个部门和分部门，以及智利的法律、建筑设计、工程、计算机、研发、房地产、广告、管理咨询、采矿、制造业、租赁、分销、教育、环境、旅游、体育、空运等37个部门和分部门将在各自WTO承诺基础上向对方进一步开放。 该协定是中国与拉美国家签署的第一个自贸区服务贸易协定，也是中智关系史上的一个新的里程碑。协定的签署将有助于两国进一步相互开放服务市场，增进优势互补，提升国际竞争力；有助于改善投资环境，创造商业机会，降低交易成本，为两国企业和人民带来更多福利；也将有助于推动两国各个领域的全方位合作，拓展合作领域，提高合作水平，促进两国全面合作伙伴关系的深入发展。 2005年11月18日韩国釜山APEC领导人非正式会议期间，中智签署《中智自由贸易协定》，对双边货物贸易自由化作出了安排。2006年10月1日正式实施以来，效果良好，2007年中智双边贸易额为147亿美元，比上年增长65%，其中，中国自智进口103亿美元，出口44亿美元，比上年分别增长79%和42%。 |
