Investment Environment 1.Transportation Seven trunk railway lines, namely, Beijing-Guangzhou, Hunan-Guizhou, Hunan-Guangxi, Luoyang-Zhanjiang, Shimen – Changsha, Jiaozuo-Liuzhou and Zhejiang-jiangxi, run in all directions linking all parts of China, Hunan section of Chongqing-Huaihua Railway line will be completed and put into operation within the year. The length of operating railway line totalled 2,774.15 km, and listed 9th in China. Seven national highways including No. 106, 107, 319, 320 extend to every part of the province with a total length of 175,415 km. Such high-grade highways have been completed, as Hunan section of Beijing-Zhuhai Expressway and of Shanghai-Kunming, Changsha-Yiyang-Changde etc., with a total length of 1765 km. 9 highways are still under construction, adding another 1768 km. Airplanes straight frights to R.O. Korea and Hong Kong from Huanghua Airport, a first-grade international airport, or from Zhangjiajie Airport are available. Changde Airport and Yongzhou Airport have been put into service. Hunan's inland waterways total more than 11,968 km. The province owns two 5,000-tonnage capacity berths at Chenglingji of Yueyang Foreign Trade Wharf. 2. Electric Power Hunan’s power supply trunk network construction and urban and rural power network upgrading have obtained sound results. By the end of 2006, Hunan's installed generating capacity is 19.90 MKW, with power generating capacity of 70.115 BKW in 2006. 3.Telecommunications Hunan's communications capacity has doubled and redoubled year by year. Fiber-optical, short wave and microwave communications have formed a telecommunications network linking all parts of the world. By the end of 2006, the whole public telephone switching system contains 13.4123 million line/units, with 15.2688 million mobile phone users, Every 100 people own 19.9 fixed telephones and 22.6 sets of mobile phones .Hunan has built seven modern telecommunications networks, i.e. Hunan Information Port and Internet, long distance digital transmission network. SPC telephone network, mobile telephone network, conference television & telephone network, numeric data network and speech sound information service network. International and domestic direct dialing telephone service is available in all of Hunan's cities and counties. 4. Urban Construction Hunan has 29 cities, 72 county towns, 1019 other administrative towns, with the urbanization rate reaching 42%. The city and town frame system is progressively formed. The tap water coverage in urban areas was 94.4%, and gasification 75.4%, and bus use rate 11.7 units per 10,000 persons. The road area per capita was 11.8 square meters and sewage treatment rate was 52%, and the rubbish and fecal sewage harmless treatment was 59.5%, virescence rate in the constructed area was 32.6%. All the technical indexes ranked at the intermediate level in China, leaving much room for investment and construction. In Hunan’s city plan, construction and administration, handling affairs is open and fair; one-stop procedure for approval and examination as well as whole process tracing service has been basically realized. |
