I. Industries Encouraged to Foreign Investment 1. New tech for farming, agriculture comprehensive development, energy, transportation and key raw materials industries; 2.Hi-tech, advanced applicable tech, new equipment and new materials that can upgrade the product performance, improve the enterprises’ economic efficiency or fill the domestic shortage; 3.The products can fit for the market demand, upgrade the quality level, enter the newly developed market or have the competitive ability in the world market; 4.New tech and new equipment can save energy and raw material, comprehensively utilize the resources and renewable resources, and prevent and treat the environment pollution; 5.The industries can fully develop the superiorities of Hunan’s human resources and natural resources and accord with the state industry policies; 6.Other cases prescribed by the laws and administrative regulations. 1. Value-added telecommunications business (subject to our country's commitments to the WTO) 12．Road passenger transport（China as the largest shareholder） 13．Vocational education institution （for cooperation） 14．Radio and television program production, film production (limited to cooperation) 15．Urban gas supply, heat supply and water supply and drainage pipe network construction (China as the largest shareholder in large and medium sized cities) 16．Tourism spot and scenic sport development and supported facilities, protection and operation Decisions of Hunan Provincial Party Committee and Provincial Government on encouraging the development of West Hunan I) Development scope of West Hunan: It covers Xiangxi Autonomous Prefecture, Huaihua City, Zhangjiajie City, the six counties of Dongkou, Suining, Chengbu, Wugang, Xinning and Longhui in the west part of Shaoyang City and Jianghua Autonomous County of Yongzhou City. II) Foreign investors are encouraged to invest in the infrastructure construction and resource development in agriculture & forestry, water conservancy, ecological environment, communications, environmental protection and mineral products. Foreign investors are allowed to invest in telecom, insurance, tourism and consultation according to the relevant regulations. Foreign investors are supported to take part in the transformation and reorganization of state-owned enterprises and other ownership enterprises. The preferential policies benefiting development of the West, national autonomous counties and foreign investment shall be strictly carried out. III) Key industries for development 1. Hydraulic power: Foreign investors are encouraged to set up rural small hydraulic power projects. Projects with investment of below RMB 30 million or installed capacity of below 5000KW shall be checked and approved by the city and county-level governments. 2. Mineral products: Development of such key mineral products as manganese, aluminum, lead, zinc, magnesium, barium, phosphorus and so on. (1) Prospecting and mining enterprises can apply for less payment of or exemption from fees of mining rights. (2) Mineral products processing enterprises: power production enterprises are encouraged to directly supply power to mineral products processing enterprises. 3. Processing of forest products: Enterprises and individuals are encouraged to invest in the construction of industrial raw material forestry bases. 4. Processing of agricultural products: Farming households with actual strength are encouraged to quicken the step in centralizing such key production elements as land to the production factors and big planting & breeding households in the way of share cooperation, leasing and contracting. 5. Industry of traditional Chinese medicine (1) Home traditional Chinese medicine enterprises and medicine research and development institutes are encouraged to develop traditional Chinese medicine resources in West Hunan, laying stress on setting up a batch of standard planting bases for such traditional Chinese medicine as yellow ginger, eucommia, honeysuckle, cordate houttuynia, Artemisia apiacea and gallnut. (2) Domestic and overseas pharmaceutical enterprises are encouraged to set up factories in West Hunan. We shall pay much support to the enterprises that produce standard traditional Chinese medicine extractive and functional food and do better in the direction and service in the construction of medicine production quality management standards. (3) We shall encourage the development of new medicine, all cost for technical development shall be deducted in the tax amount. The medicine supervision department shall do well in the direction and service work for the developed new medicine. For the enterprise who has more than three kinds of new medicine realize industrialization in West Hunan or for the province-level new product which is developed by utilizing local traditional Chinese medicine of West Hunan, the government shall arrange guiding fund at a certain proportion and such products shall be given priority to be listed into the catalogue of medicine for medical treatment insurance of Hunan. 6. Tourism: Investors are encouraged to develop and construct tourist spots strictly according to the general plan approved by the government. |
