Hard Environment for Investment

Regional Conditions: Henan has advantageous geologic location; even in the ancient time it was the place the post road and canal must pass and businesses gathered. That was why the ancient people said: “he who occupies central plain has the whole world”; “Henan must be taken when to conquer the world”. Today, Henan is at the conjunction of coastal open regions and middle-west region, and the heart of our country’s westward economic development. From the capital Zhengzhou, it leads to Beijing and Tianjin to the north, Wuhan to the south, Guanzhong plain to the west and Shanghai, Ningbo and Hangzhou to the east in the direct distance between 600 and 800km. The strategic location of Henan determines its crucial position in the economic activity of the country. The strategies of promoting the development of middle part of the country will inevitable make Henan of more strategic importance.

Natural Resources: Henan abounds in land, water and mineral resources. Currently the province has plough land 7.17749 million hectare, 41.3 billion m3’s water resource. 127 types of mineral resources have been identified and the reserves of 75 of them are proved in the province. The proved reserves of mineral resources of molybdenum, kyanite, gritstone for foundry, trona, clay, and perlite are the highest in the country; there are five varieties of minerals are top five and 10 varieties are top ten of the country. The advantageous industries can be summarized in three energy & mining industries of coal, petroleum and natural gas; four metal ore of molybdenum, gold, aluminum and silver; and seven nonmetal ores of trona, salt, fireclay, blue asbestos, perlite, cement rock and quartz sandstone.

Road transportation: By the end of 2008, the length of expressways opened to traffic is 4841km, ranking the first in the country. 9 expressways are under construction totaling 620km. All the 18 province level cities have expressways through out the province. The framework of central plain transportation network is basically shaped up. By 2010 the total mileage of the province will be up to 85 thousand km, including 5000km expressway.

Railway Transportation: The total length of railways in Henan has reached 3989 km. Henan is a critical railway pivot, located in the heart of state transportation network. There are 10 railway trunk lines of Jingguang, Longhai, Jiaoliu, Jingjiu, Taijiao, Houyue, Xinhe, Xinyue, Mengbao and Ningxi as well as four railway branch lines of Luoyi, Tanghe, Anli and Shilin joins here, shaping up a crisscross railway network. Zhengzhou north railway station is the largest marshalling station of Asia; Zhengzhou east station is the largest part load transfer station of China; and Zhengzhou station is one of the largest passenger transport station of the country. The national key projects of Zhengzhou -Xuzhou, Xinxiang-Yueshan railway electrification renovation have been completed. The construction of dedicated passenger line of Zhengzhou -Xi’an has started; and the preliminary work for Zhengzhou -Shijiazhuang and Zhengzhou-Wuhan railway dedicated passenger lines are underway.

Air Transportation: In the province there are three civil airports, i.e., Xinzheng International Airport, Luoyang Airport and Nanyang Airport. Xinzheng International Airport is a 4E grade airport and a class one domestic aviation pivot; the designed passenger handling capacity of peak hour is 1600 person time. By the end of 2008, there are 76 flight lines. They handle around 8 international airlines covering 10 destinations in the world and 67 domestic airlines and one local line. Zhengzhou Xinzheng International Airport is a 4E international airport and the first class domestic airport.

Telecommunication: the public telecommunication network of Henan province is of strategic importance in our country. Zhengzhou is one of the crucial communication pivots of the country. Among the “8 horizontal-8 vertical” backbone telecommunication networks of the country, there are “3 horizontal-3 vertical” backbones pass through Henan. It coupled with a south-north and east-west overhead optic cables, constitutes “four vertically and four horizontally” framework of information expressway.

Power: Henan power grid connects to Hubei to the south, Hebei to the north, and Shaanxi to the northwest. Presently there are ten 500 kV transformer stations in the province with the capacity of 7.5 million KVA; the power transmission line is 2,070 km long.;there are one hundred and three 220 kV transformer stations with the capacity of 25.79 million KVA, the power transmission line is 8,650 km long. By the end of 2008, the total installed capacity for power generation was 45.72 million KW in the province.
