In accordance with the requirements of Circular of National Development and Reform Commission, Ministry of Commerce, Ministry of Finance and Agricultural Development Bank of China on Starting the Work of the Purchasing and Storage of Second Batch of Homemade Sugar, the Ministry of Commerce decides to purchase and store part of the homemade white crystal sugar as supplement to the national sugar storage in the manner of public bidding. 1. Management of organization (1). The work of purchasing and storage shall be responsible by the related departments of Ministry if Commerce. (2). The specific organization and implementation work of purchasing and storage of sugar shall be assumed by Huashang Commodities Management Center (hereinafter referred to as Huashang Center). (3). Bidding for purchasing and storage shall be publicly held by the electric network system of Beijing Huachu Sugar Market (hereinafter referred to as Huachu Market). 2. Quantity, varieties, price and storehouse place (1). The quantity to purchase and store is 200,000 tons. (2). The Varieties include all those white crystal sugar produced after October of 2007 and are up to the first-level or above of the criterion GB317-2006 of the People’s Republic of China. (3). The price is RMB 3500 per ton (board price of Nanning, including tax). The highest storehouse settlement price (including tax) is equal to the sum of the basic price and carriage. The price covering cost and freight insured by enterprises shall not be above the highest storehouse settlement price (including tax). (4). Refer to the appendix for the specific information of storehouse place and quantities to purchase and store and the highest storehouse settlement price. 3. When to purchase and store The work of purchasing and storage shall start from Feb 26 of 2008 and be carried out from 9am to 5pm of the second and forth Tuesday of every month until the storage is up to 20,000 tons. If any special situation happens that requires the time to be changed, further notice shall be released. 4. Requirements for package and label (1). The sugar to store shall be 50 kilograms/bag, the package and the label on it shall be conformed to the requirements of GB 7718 including: name of the product, grade, net weight (kilogram), name and address of the manufacturing enterprise, standard No of the product, production date, QS marking. (2). To mark the guarantee period on the label is recommended. (3). Marking on the package shall be complete in content and clear in writing. (4). The sugar shall be packed in knitted bag lined with plastic bag firmly. (5). A certificate marked with the date of production shall be included in the packet and in accordance with the product packed completely. 5.trade (1). The unit used in the storage of white crystal sugar is integral number of 300 tons, and the minimum number shall be 300 tons. (2). Policy of membership shall be practiced. (3). Policy of guaranty money shall be practiced. (4). Policy of “priority for low price” shall be practiced. (5). Policy of storehouse price shall be practiced. (6). Policy of delivering goods shall be practiced. (7). Policy of inspection of incoming goods shall be practiced. (8). Policy of paying off shall be practiced. (9). Members that take part in the business of purchasing and storage shall participate in the uniform test from 9am to 11am on Feb 24 and 25 of 2008.
