Land and resources offices (land, environment and resources offices, land and resources bureaus, land and resource and hosing administrative bureaus, and housing, land and resources administrative bureaus) of all provinces, autonomous regions, municipalities and cities specially designated in the state plan, financial offices (bureaus), land and resources bureaus and financial bureaus of Xinjiang Production and Construction Corps, Shanghai headquarter of the People’s Bank of China, branches, business administration departments, central sub-branches of capital cities and central sub-branches of deputy provincial cities: For purposes of strengthening land administration and regulating land reserve administration measures, Ministry of Land and Resources, the Ministry of Finance, the People’s Bank of China jointly formulated Measures for Administration of Land Reserve in accordance with Circular of the State Council on Strengthening State-owned Land Asset Administration (No.15, 2001), Circular of General Office of the State Council on Regulating Administration on Income and Expenses due to Leased State-owned Land Use Right (No.100, 2006). It is now printed and issued, pleases follow to implement.
