The people’s government of all provinces, autonomous regions and municipalities, ministries and commissions of the State Council and institutions directly under administration of the State Council: The State Council has approved the 11th Five-year Plan of National Environmental Protection formulated by the State Environmental Protection Administration and National Development and Reform Commission. It is now printed and issued you all. Please earnestly follow to implement in line with practical status of local areas and departments. Currently, the contradiction between economic and social development on one hand and resources and environment on the other is increasingly conspicuous, and China is confronted with a severe challenge on the issue of environmental protection. All regions and departments shall deeply implement the scientific concept of development, vigorously solve major environmental problems that harm health of the peoples and affect the sustainable development of the economy and society, and make every effort to establish an environment-friendly society. All regions and departments shall closely focus on the goal of major pollutants discharge volume confirmed in the Plan, attach great importance to pollution prevention, speed up restructuring and reinforce the pollution control, so as to make sure to cut down the amount of SO2 and COD by 10 percent by 2010 based on the data of 2005. in addition, the pollution controlled of key drainage areas such as Huaihe, Haihe, Liaohe, Tai Lake, Chao Lake, Dian Lake and Songhua River shall be accelerated, and urban sewage and junk disposal shall be speeded up, so as to safeguard the safety of drinking water source. The people’s government at all levels shall put the goals, missions, measures of environmental protection and major projects into the economic and social development plan of local area, appoint proper personnel to take the responsibility, adopt proper measures, provide sufficient fund and carry out supervision. Related departments of the State Council shall take tangible measures to strengthen direction and support on the implementation of the Plan in line with respectively functions. Law enforcement shall be strictly supervised, enterprises shall be urged to take responsibility to protect environment. The whole society shall make endeavor to protect the environment. Related departments shall attach great importance to investment quality and efficiency and ensure strict and reasonable implementation of the Plan. Evaluation and examination mechanism shall be set up. Emission status of major pollutants, development of major projects, varying of environmental quality of key drainage areas and cities shall be promulgated every six months. Mid-evaluation and final-examination on the implementation of the Plan shall be carried out at the end of 2008 and 2010, the resulted of which shall be taken as important reference to measure achievement of local government.
