Financial offices (bureaus) of all provinces, autonomous regions, municipalities and cities specially designated in the state plan, bureau of financial affaires of Xinjiang Production and Construction Corps, financial commissioners of Ministry of Finance in provinces, autonomous regions, municipalities and cities specially designated in the state plan: 1.in accordance with related regulations of Circular of Ministry of Finance, National Development and Reform Commission, General Administration of Customs, State Administration of Taxation on Implementing Opinions of the State Council on Accelerating Invigorating Equipment Manufacturing Industry Concerning Import Tax Policies (No.11, 2007), Ministry of Finance decides to imposing import tax and value-added tax of import link on a part of key spare parts imported for developing and manufacturing large sectional tunnel boring machine by domestic enterprises before refunding. The rebates shall be transferred to state fund as state investment, which shall be used to development and production of new products as well as construction of self innovation capacity of the enterprises. 2.Large sectional tunnel boring machine in the Circular refers to those with diameter of capstan no less than 5 meters, including 4 types. Applicant shall meet the following conditions: A.have the capacity of design and trail-manufacture of large sectional tunnel boring machine; B.supported by a technique D&R team of multidisciplinary experts; C.have strong capacity of digesting and absorbency as well as capacity of producing and manufacturing the entire machine; D.have definite market target and users, and have obtained orders. 3.Refer to Appendix 1 for list of imported key spare parts covered by the refund policies. 4.in case enterprises that comply with regulations of Article 2 of the preceding paragraph need to import key spare parts listed in Appendix, they may submit applications for enjoying policies of rebating and transferring to state fund to Ministry of Commerce through provincial government of the territory where enterprises is located or financial department of the same level. Central enterprises may directly apply to Ministry of Finance.
