In order to improve the annuity development and activate the annuity fund administration market of enterprises, on the basis of concluding market operation experiences of the first batch institutions of enterprises’annuity fund administration, in accordance with Trial Measures for Annuity Fund Administration of Enterprises (Order No.23 of the Ministry of Labour Security of the People’s Republic of China, hereinafter referred as Measures for Fund Administration) and Interim Measures for Qualification Cognizance of Institutions of Annuity Fund Administration of Enterprises (Order No.24 of the Ministry of Labour Security of the People’s Republic of China, hereinafter referred as Measures for Qualification Cognizance), the second batch qualification applications of the institutions of annuity fund administration of enterprises shall be accepted and examined as from September, 2007. The relevant issues are announced as follows: 1.When cognizing qualifications of the institutions of annuity fund administration of enterprises, careful and gradual principles shall be abided according to the actual need of the market; the number of qualification cognizance shall be controlled strictly and about 20 institutions shall be cognized. 2.The applicants shall prepare the application materials corresponding with the legal form carefully, making sure that the content of the materials is detailed and authentic, and present the materials to the Ministry of Labour Security within prescriptive time and to prescriptive place. 3.In accordance with the Administrative Law of the People’s Republic of China, the application materials may be presented either on the spot or by letter, telegraph, teletype, electronic statistics exchange, e-mail. 4.Each set of application materials shall be presented with a set of 12 copies, one of which should be the original. In order to simplify the procedure, one institution that applies for qualifications of annuity fund administration of several enterprises may just present one set of materials. 5.The list and content of application materials may be found in the appendix of Measures for Qualification Cognizance. The application form may be downloaded in the website of the Ministry of Labour Security. 6.The applicants shall present the application materials with the list and the summary report of the materials attached. 7.The application materials shall be printed and bound to be a booklet according to the prescriptive paper and format. 8.In case that the application materials need to be modified, the applicants shall present the modified materials within 10 days as from receiving the circular of modification. The materials of those which do not present or do not fully present the modified materials within the prescriptive period shall not be accepted and examined. 9.The applicants that ask to withdraw the application materials shall present application to the Ministry of Labour Security. 10.Time of application acceptance and examination: Sep 18, 2007-Sep 20, 2007: applications for depositary and account administrant would be accepted and examined; Sep 24, 2007-Sep 26, 2007: applications for trustee and investment administrant would be accepted and examined. Working time: 9:00-11:00 am; 1:30-4:30 pm. Site of application acceptance and examination: Beijing. 11.To ensure the work of qualification cognizance to go smoothly, the applicants shall appoint one to be responsible for the application work.
