The commerce administrative departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, branches and foreign exchange administrative departments of the State Administration of Foreign Exchange in all provinces, autonomous regions, municipalities directly under the Central Government, branches of the State Administration of Foreign Exchange in Shenzhen, Dalian, Qingdao, Xiamen and Ningbo, State Tobacco Monopoly Administration, and central-governed enterprises, The annual joint review and evaluation of the overall performance on China's outward FDI in 2007 will soon be commenced, all annual review departments should make full preparations and arrangements on the basis of summarizing the work of 2006 so as to do a good job in this annual joint review and evaluation of the overall performance on China's outward FDI. Matters of concern are notified as follows: Annual review objectives: Participants in the 2007 annual review and evaluation shall be all non-financial offshore enterprises set up, acquired or invested in by onshore investors before January 1, 2005 (other than offshore enterprises established with capital in aid of a foreign country or established in a country or region which has not established diplomatic relations with China). Non-financial offshore enterprises established between January 1, 2005 and December 31, 2006, as well as all offshore enterprises established with capital in aid of a foreign country or established in a country or region which has not established diplomatic relations with China, only need to submit certain documents, including, among others, financial statements, forting exchange registration certificates and overseas investment approval certificates. The examination and evaluation process will commence on July 1, 2007, and expire on September 15, 2007. Relevant forms can be downloaded from the official website of MOFCOM (www. mofcom. gov.cn) or SAFE (www. safe.gov.cn). The local foreign exchange administrative departments shall start the annual review within 15 workdays as from receiving the complete required annual review documents. The local departments of commerce administration and headquarters of the central-governed enterprises shall start the annual review as from receiving the Annual Review Report. The work report of the annual review of the local departments of commerce administration, headquarters of the central-governed enterprises and the local departments of foreign exchange administration shall be submitted to the Ministry of Commerce and the State Administration of Foreign Exchange respectively before October 15, 2007. The data of the annual review shall be shared and inter-checked by the local departments of commerce administration and the local departments of foreign exchange administration before October 30, 2007. The relevant documents of the annual review in 2004, 2005 and 2006 shall be jointly saved for 3 years.
