Departments of commercial administration of all provinces, autonomous regions, municipalities, cities specially designated in the state’s plan and Xinjiang Production and Construction Corps, offices of electromechanical products import and export of all local areas and departments: For purposes of promoting investment and purchasing decision-making power of privately-run enterprises and encouraging import of advanced technical equipment, relevant issues of carrying out international procurement of electromechanical products by privately-run enterprises are now announced as follows in accordance with laws and regulations like Law of Tendering and Bidding. 1.Privately-run enterprises, those cannot meet requirements of Article 9 of Measures for Implementation of International Tendering and Bidding of Electromechanical Products (Announcement No.13, 2004 of Ministry of Commerce), but conform to 3 conditions that procurement capital doesn’t contain state-owned capital, state treasuring capital, fiscal capital or overseas loans (including loan of international finance organization, loan of foreign countries and aided capital); the purchased electromechanical products are for self use; administrative departments like financial departments do not clearly authorize to carry out tendering purchasing, may independently choose purchasing method. 2.Privately-run enterprises may inquire administrative departments of electromechanical products import and export at all levels for related market information in line with requirements on international purchasing; administrative departments of electromechanical products import and export shall make efforts to carry out the work of information statistics and guide. 3.where the privately-run enterprises independently choose purchasing method, administrative departments of electromechanical products import and export at all levels shall undertake the work of administrative supervision of tendering and bidding and go through related registering formalities in time; in case the bid-winning products are involved in automatic import licensing, administrative departments of electromechanical products import and export at all levels shall go through related formalities in time in line with related regulations on import administration.
