For the purposes of the food safety issues with China’s exported food products and in an effort to control illegal food exports, the General Administration of Quality Supervision, Inspection and Quarantine has announced that beginning on September 1, 2007, inspection and quarantine labels will be affixed to food products for export, which are inspected as qualified by China’s exit-entry inspection and quarantine bureaus, matters of concern are listed as follows: 1.All the food products for export that are inspected as qualified by China’s exit-entry inspection and quarantine bureaus shall be affixed with inspection and quarantine labels. (See the Appendix for the range of the exported food products with inspection and quarantine labels) 2.In addition to inspection and quarantine labels, all inspected food products will also indicate the manufacturer’s name, hygiene registration number, product name and serial number, and manufacturing date on the packages during transportation. The exit-entry inspection and quarantine bureaus will also keep paper records and certifications of this information in order to match products to their respective documents for easier tracking. 3.If the exit-entry inspection and quarantine bureaus find that a food product does not conform to the documentation or is missing a label or any information that is required on the packaging during transportation, that product will not be allowed for exportation. 4.Other procedures concerning label attachment shall be implemented in accordance with General Administration of Quality Supervision, Inspection and Quarantine Decree No. 23 of 2000, Administrative Measures on Exit-Entry Inspection and Quarantine Labels. Appendix: Range of the exported food products with inspection and quarantine labels Aquatic products, poultry, livestock, wild animal meats & products, animal casings, eggs & their products, animal origin foods, grains, beans, vegetables & their products, flour and cereal products, sauce preserved products, earthnuts, tea, coffee beans, malt, hop, seeds, roasted seeds and nuts, vegetable oils, oil seeds, spice, dairy products, health foods, alcoholic & other beverages, canned food, candies, cakes, glace fruit, honey products, fast frozen foods, and food additives. The inspection and quarantine labels will be affixed to the sale packaging. There is no requirement to attach labels to jute bags, etc. used in transportation, or to food products in bulk.
