Prefectural administrative office of the Great Xingan Mountains area, people’s government of all cities and counties, departments directly under administration of the provincial government:

For purposes of implementing spirit of Opinions of the State Council on Improving the Policies and Measures for Reforming Grain Circulation System (No.16, 2006), the following opinions are put forward in line with practical condition of the province:

1. speeding up reform of state-owned grain purchasing and selling enterprises;
2. taking tangible measures to free state-owned grain purchasing and selling enterprises from historical burden and creating positive conditions for reform and development of enterprises;
3. actively cultivating grain market and revitalizing grain circulation;
4. setting up and improving grain macro-control system.
5. strengthening leadership on development of grain circulation development;
