For purpose of enhancing supervision and administration on entry and exit inspection and quarantine of human food-stuff and animal feeding addictive and raw materials, 124 food-stuff and animal feeding additive and raw materials are listed in List of Commodities of Entry and Exit Inspection and Quarantine by Entry and Exit Inspection and Quarantine Authority in line with related regulations of Law of Inspection on Imported and Exported Commodity of the People’s Public of China. When importing or exporting commodities listed in this announcement, enterprises shall make declaration to entry and exit inspection and quarantine authority of the port: 1. Entry and exit inspection and quarantine authorities are responsible for the inspection and quarantine of commodities used for human food-stuff and animal feeding addictive and raw materials. Customs shall release goods upon Customs Clearance Sheet of Exit/Entry Commodity issued by entry and exit inspection and quarantine authorities. 2. when making declaration of commodities only for industrial purpose, but not for human food-stuff and animal feeding addictive and raw materials, enterprises must submit trade contract and certification of commodity not for human food-stuff and animal feeding addictive and raw materials, which shall be examined by entry and exit inspection and quarantine authorities. If approval, the entry and exit inspection and quarantine authorities will issue Customs Clearance Sheet of Exit/Entry Commodity directly without inspection and quarantine. Customs will release goods upon Customs Clearance Sheet of Exit/Entry Commodity issued by entry and exit inspection and quarantine authorities. This announcement shall take effect as from May 15, 2007.
