Peoples’ government of all cities and counties (districts), departments of the provincial government and organs directly under administration: For purpose of accelerating reform of system of grain circulation, the following opinions are put forward as follows. Please follow to implement. 1. Further enhancing and improving macro-control on grain so as to safeguard grain safety; 2. Continuing properly dealing with historical baggage of state-owned grain enterprises, and making concerted efforts to undertaking the work of social security and re-employment for laid-off works; 3. Speeding up reform of property system and structure innovation, and taking tangible measures to change enterprises operation mechanism; 4. Further cultivating and developing grain market, and regulating order of grain market; 5. Strengthening supervision and examination on grain circulation, and well completing statistics on grain circulation; 6. Enhancing leadership, and guaranteeing smooth development of reform of grain circulation system.
