People’s government of all districts and counties, commissions, offices and bureaus of the municipal government: For purpose of implementing spirit of State Council’s Opinion on Improving the Policies and Measures for Reforming the System of Grain Circulation (No.16, 2006), enforcement opinions on improving the policies and measures for reforming the system of grain circulation are put forward as follows: 1. continue deepening reform of state-owned grain purchase and sale enterprise and properly deal with hangover from history; 2. improve grain control system and management mechanism of local grain storage; 3. speed up construction of grain market system, and promote modernization level of grain circulation; 4. cultivate leading enterprises of grain industry, and vigorously step up grain industrialization; 5. closely link up produce and sale of the grain, and improve cooperation mechanism with major grain producing areas; 6. intensifying supervision and examination on grain circulation, and implement responsibility of social grain circulation; People’s Government of Shanghai Municipality Jan 13, 2007 (All information published in this website is authentic in Chinese.
