Departments of commercial administration of all provinces, autonomous regions, municipalities, cities specially designated in the state plan and Xinjiang Production and Construction Corps, state-level economic and technological development zones, Xiamen Haicang Taiwan Investment Zone, Shanghai Jinqiao Export Processing Zone, Hainan Yangpu Economic Development Zone, Ningbo Daxie Development Zone and Suzhou Industrial Park:: The work of national investment promotion has achieved a lot at present, however a lot problems arise also. For purposes of enhancing consciousness of land protection, and strictly implementing national policies on land administration and control, related issues are now announced as follows: 1. All local areas shall earnestly study related documents such as State Council’s Decision on Deepening Reform and Strictly Administrating Land (No.28, 2004) and Circular of State Council on Related Issues on Strengthening Land Controlling (No.31, 2006), firmly implementing policies and measures on enhancing land administration and controlling; 2. all local areas shall carry out an overall examination and clearance on implementation of land policies in attracting trade and investment with reference to above mentioned regulations on land administration and controlling. Violations of related regulations must be corrected; 3. Local areas shall change mind, attach importance to investment environment improving, and promote government service quality.
