Department of commercial administration of all provinces, autonomous regions, municipalities, cities specially designated by the state plan and department of commercial administration and bureau of statistics of Xinjiang Production and Construction Corps, related enterprises and institution: In accordance with regulations of Provisional Measures for Administration on Department Statistics (Decree No.4, 1999), Ministry of Commerce and National Bureau of Statistics revised Statistics System of Direct Investment in Foreign Countries which was printed and issued in December 2004 in line with real situation and features of national direct investment in foreign countries in recent 2 years. 1. For purposes of understanding and developing trend of investment in foreign countries, quarter report on situation of foreign investment agreement (FDIJ1) is added to the system, which aims to add up and investigate foreign investment agreement signed by domestic investors, investment memo or letter of intent. 2. For purpose of tracking down the final destination of investment in foreign countries, form of Reinvestment through major tax havens is added. 3. Group financial statements by provincial departments of commercial administration is canceled in the system because the provincial departments of commercial administration are in charge of examining and approving of reports of domestic investors in their administrative areas (excluding enterprises under administration of central government in the administrative areas), and upload to Ministry of Commerce to form data of provinces, municipalities and autonomous regions. 4. Index of “undistributed profit” is added to basic information of foreign invested enterprises. 5. In chapter four “Statistics Principals”, article 9, 10 and 11 are added to “Other Statistic Principals”. 6. In accordance with regulations of Circular of National Bureau of Statistics on Self-employed Business Registration Type and Code (No.2, 1999), code of “self-employed business, individual business operators and individual partnership” us added to Appendix 2 form of “Registration Code of Enterprises and Individual Business”. 7. statistic code for countries (regions) will be determined by Statistic Code for Countries (regions) released by National Bureau of Statistics in 2003, but not Statistic Code for Countries and Regions released by General Administration on Customs. This system shall take effect as from Jan 1, 2007, Circular of the Ministry of Commerce, the National Bureau of Statistics of the People’s Republic of China, on Printing and Issuing the Statistics System of Foreign Direct Investment of China (No.645, 2004) will be terminated at the same time.
