Administrative commercial departments of all separately listed cities in plan: In accordance with Circular of Ministry of Commerce on Administrative Licensing System Reform of Import and Export of Sensitive Items and Technologies (No.548, 2005), Ministry of Commerce authorized administrative commercial departments of all provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps to undertake the tasks of preliminary examination and approval of regional import and export permission of dual-use items and technologies as well as import and export permission of a part of easy-made poisonous chemicals as from Dec 1, 2005. For purpose of going further to deepen reform of administrative examination and approval system, besides above units, Ministry of Commerce decides to authorize separately listed cities in plan to carry out related tasks of administration on import and export of dual-use items and technologies as from Mar 1, 2006. Major tasks of separately listed cites in plan are listed as follows: 1. Be responsible for accepting and preliminary examination of export permission applications of local sensitive items and technologies except easy-made poisonous chemicals. The qualified ones should be reported to Ministry of Commerce for final examination. 2. Be responsible for accepting and preliminary examination of import and export permission applications of local easy-made poisonous chemicals except vitriol, hydrochloric acid, toluene, acetone and butanone that will be exported to non-sensitive countries. The qualified ones should be reported to Ministry of Commerce for final examination. 3. Be responsible for import and export permission of the five easy-made poisonous chemicals exported to non-sensitive counties, including vitriol, hydrochloric acid, toluene, acetone and butanone. 4. Be responsible for release of reply to import and export permission of dual-use items and technologies as well as import and export licenses of dual-use items and technologies. 5. Be responsible for publicity of policies and rules on export administration of dual-use items and technologies, training of enterprises, and supervising and urging to establish internal administrative system of enterprises. 6. Supervising and directing import and export of business operators engaged in production and trade activities of dual-use items and technologies. 7. Supporting Ministry of Commerce to make preliminary investigate the illegal cases and give punishment according to law. 8. Be responsible for related survey and information feedback of administration on dual-use items and technologies.
