Announcement No.70, 2007 of Ministry of Commerce, Promulgating Announcement of Registration of Mid-term Review of Caprolactam

Ministry of Commerce issued announcement No.22, 2003 on Jun 6, 2003, announcing to start imposing anti-dumping duties on caprolactam originating from Japan, Belgium, Germany, Netherlands and Russia. The Kemerovo Joint Stock Company applies to an anti-dumping duty rate of 13 percent.

On Jul 4, 2007, the Kemerovo Joint Stock Company put forward application to Ministry of Commerce, applying for mid-term review of dumping and dumping margin on anti-dumping measures of caprolactam. The Kemerovo Joint Stock Company applied to set new dumping margin, claiming that the dumping margin had decreased.

In line with examination, Ministry of Commerce believes that the application of Kemerovo Joint Stock Company includes preliminary evidence to approve that the dumping margin has decreased, which comply with regulations of Article 49 of Anti-dumping Regulations of the People’s Republic of China and Article 6 and 10 of the Provisional Regulations on Mid-term Review of Dumping and Dumping Margin. Ministry of Commerce decides to carry out review on anti-dumping measures on investigated commodity of the Kemerovo Joint Stock Company as from release of this announcement. Related issues are now announced as follows:

The scope of the commodity is caprolactam produced by the Kemerovo Joint Stock Company with tariff code of 29337100 in Customs Import and Export Tariff of the People’s Republic of China.

The investigated period is from Jul 1, 2006 to Jun 30, 2007 and the investigation covers the normal price, export price and dumping margin of the investigated commodity.
