China Leading group of fight against IPR infringement and counterfeit and shoddy goods printed and distributed, in recent days, National Work Planning of Cracking down on IPR Infringement and Counterfeit and Shoddy Goods in 3rd quarter of 2012.

Focus of the planning in 3nd quarter this year is to implementation Guobanfa No.30-2012, further promoting specific rectification actions, improving enforcement, speeding up the building of legal and institutional systems and pattern of mass prevention and control to fight against IPR infringement and counterfeit and shoddy goods, so as to improve the transformation of development mode, economic restructuring and the national innovation system.

Main contents are of four aspects: I. further promote specific rectification actions, including, intensifying the remediation efforts on agricultural and other key commodities, strengthening control on trademarks, patents, copyrights and other key areas, and severely dealing with network infringement and counterfeiting. II. strengthen criminal punishment, including, focusing on cracking down on economic crimes, rooting out the backstage supporters of IPR infringement and counterfeit and shoddy goods, and strengthening the supervision and guidance of the major and difficult cases. III. accelerate the building of legal and institutional systems, including, improving standards of rules and regulations and the cohesive devices for administrative enforcement and criminal justice, establishing relevant working systems as well as building and improving regional systemic risk prevention mechanism. IV. building the pattern of mass prevention and control to fight against IPR infringement and counterfeit and shoddy goods, including, strengthening publicity and education, improving the credit system, supervision and monitoring mechanism, as well as the relevant working mechanism.
