National Commercial Conference on Anti-monopoly 2012 Held in Beijing

National Commercial Conference on Anti-monopoly was held in Beijing on January 12. Gao Hucheng, China International Trade Representative and Vice Commerce Minister attended and addressed the Conference.

Mr. Gao pointed out that, over the last three years since Anti-monopoly Law is in effect, the anti-monopoly efforts have played a positive role in regulating inflation expectation, maintenance of market order, adjustment of economic structure and transformation of economic development mode. Anti-monopoly law enforcement in business has made constructive contribution to prevention of monopoly, upholding of competition and increasing economic efficiency, which has won recognition and appreciation of the international community.

Mr. Gao stressed that the 12th Five-Year Plan period is the crucial time to construct a moderately prosperous society in an around way, and to deepen reform and opening up and accelerate transformation of economic development mode. Anti-monopoly work should not only comply with and serve the overall economic and social development, but also contribute to deepening reform and maintaining effective competition pattern.

As to the priority of anti-monopoly in 2012, Mr. Gao said that we should be committed to the readjustment and optimization of economic structure, propagating anti-monopoly law, strengthening anti-monopoly enforcement, increasing operability of anti-monopoly law, guiding domestic enterprises to cope with foreign anti-monopoly cases, giving full play to the organizing, coordinating and guiding role of the committee, fulfilling all tasks assigned by the committee, and mobilizing the activeness and creativeness of local commerce departments.

In 2011, MOFCOM received 203 cases of anti-monopoly application, increased by 49%. Among that, application cases put on file were 185, up by 57%; cases closed were 168, increased by 53%. There were 4 conditionally concluded cases, and no prohibited cases. Since the implementation of Anti-monopoly Law in 2008 to 2011, the Ministry of Commerce settled 382 cases, of which, 371 were settled unconditionally, 1 case was forestalled, and 10 were approved with no conditions attached.

Over 100 representatives from related departments under the State Council including commerce departments, National Development and Reform Commission, Ministry of Industry and Information Technology, State Administration for Industry and Commerce, and Legislative Affairs Office of the State Council, and related chambers and associations attended the conference.
