MOFCOM and Tibet Signed Agreement of Cooperation in Providing Commercial Development Assistance


On the afternoon of March 10, the Ministry of Commerce (MOFCOM) and the People’s Government of Tibet Autonomous Region signed an Agreement of Cooperation in Providing Commercial Development Assistance. The two parties agreed to enhance commercial development assistance by the Ministry and cooperation and jointly boost the autonomous region’s faster and better commercial development and further opening up to the outside world.

Commerce Minister Chen Deming, Party Secretary of Tibet Zhang Qingli and Deputy Secretary and Chairman Padma Choling attended the signing ceremony. Chen and Padma Choling represented eachparty and signed the Assistance and Cooperation Agreement Chen Deming, Zhang Qingli and Padma Choling held the talks before the signing ceremony.

According to the agreement, MOFCOM will increase assistance and enhance cooperation with Tibet in the next five years so as to promote the better and faster development of Tibetan commercial business in the following sectors: Firstly, provide more supports for Tibetan commercial business. Both sides will thoroughly apply the spirits of the 5th central symposium on Tibet affairs, faithfully implemented the requirements of the State Council on expanding the consumption and keeping the steady growth of the foreign trade, and enhance the research and implementation of the strategies and programming of the commercial development. Secondly, boost the domestic trade of TAR. Both sides will make full use of the Tibetan tourism resources, accelerate the development of trade circulation, promote the construction of the market circulation system of Tibetan trade of agricultural products, and perfect the system of stock, market supervision and control. Thirdly, step up the economic and trade cooperation with south Asian countries to uplift the open level along the border, accelerate the construction of the trade route of the South Asia, promote the construction of the pilot of China-Nepal (Jilong) International Economic Cooperation Area, and enhance the negotiation of regional economy and trade, “going global”, and foreign aid. Fourthly, maintain the steady growth of foreign trade. With the construction of the projects of export bases and the trade market along the border, strengthen relevant policies and measures and constantly improving the quality and benefits of Tibetan foreign trade. Fifthly, to raise the quality and level of utilizing foreign capital, actively support the construction of platforms like Lhasa national economic and technological development zone and Naqu logistics center of Qinghai-Tibet Railway, and the development of the industries with Tibetan characteristics. Sixthly, enhance the support of fund for TAR commercial business. MOFCOM will increase the support with Tibetan commercial affairs according to the requirements of expanding the consumption, the scale and direction of the special capital on promoting the foreign economy and trade. And seventhly, beef up the construction of TAR commercial talents in the designation of cadres, intelligence aid and training of commercial cadres for Tibet.

Also present at the singing ceremony are Ma Xiuhong, Vice Minister of Commerce, Zhong Shan, Vice Minister of Commerce, Fang Aiqing, Assistant Minister of Commerce, and Deng Xiaogang, Vice Chairman of Tibet Autonomous Regional Government.
