| MOFCOM Spokesman talks on Argentina restrictions on Chinese exports |

On August 17, the Argentine government announced its plan to impose a series of restrictions on imported products including tyre, wheel, clothes, toys, leather, shoes, textile products, bicycles and computers, clearly stating that the restrictions were mainly targeted at imports from China. The restrictive measures included introducing non-automatic license, adopting safety and quality standards, tightening customs examination, controlling customs declaration at lower price, imposing special tariff, requiring the certification of Argentine Embassy in China for the commercial invoices of imported products. On the same day, the Argentine customs stopped to clear goods from China and several Southeast Asian countries. The Spokesman of the Ministry of Commerce expressed deep concern over such a move. The way by which Argentina imposed these restrictions without notifying the Chinese side in advance was neither comprehensible nor acceptable to China, and Chinese government reserved its rights to take necessary measures. Being one of the founding members of the WTO, Argentina had ignored WTO rules in blocking Chinese products' legal entry into Argentine market. Such a move not only betrayed Argentina’s WTO obligations, but harmed China's legal rights endowed by the WTO. China thus demanded Argentina to follow international practices and clear all the Chinese goods it had detained. China and Argentina had fostered a sound trade partnership in recent years, thanks to the mutual presidential visit in 2004 and the establishment of strategic cooperative relations between the two countries. In order to maintain the favorable environment of bilateral ties, China expected Argentina to correct those measures in violation of WTO rules, the Spokesman expressed. To address the problem, Chinese Ambassador to Argentina Zhang Tuo and the Director General of the MOFCOM Department of American and Oceanian Affairs He Ning held talks with Argentine officials and official from the Argentine Embassy in China respectively. It is reported that Argentine customs resumed to clear goods from China and other Asian countries from August 23, but the customs examination on the declaration price of certain consumer goods were even stricter than before. Meanwhile, Argentina is working on related laws and regulations. China would keep a close eye on the further development of this issue. |
