| Promote bulk cement for purpose of conserving energy and reducing emission |

Cement is a high energy-consuming product, and the building materiel industry which mainly engaged with cement production is the important industry in national energy conserving and emission reducing. Promoting the bulk cement in production, logistics and utilization is a significant path for conserving energy，reducing emission, protecting environment, realizing resource saving and integrated utilization. The development of China’s bulk cement started from 1950s and developed quickly。 In 2006, China’s bulk cement amounted to 470 million tons which accounted for 39.1% of China’s total cement. Meanwhile China’s bulk cement for exportkept increasing that reached 10.793 million tons in 2006, which accounted for 55.6% of total cement export. 1, Bulk cement not only changes the package pattern, but also becomes a revolution in logistics, building material technique and construction. The traditional bag cement keeps discharging pollution in logistics and utilization, so that brings relatively huge impact on environment. Therefore, developed countries used bulk cement through changing the package, using special and high-effective logistics before 1970s. In recent years, MOFCOM takes it as the significant work in energy conserving and emission reducing to develop bulk cement and makes the work centering on such issues as improving bulk cement rate, developing ready-mixed concrete and ready-mixed mortar in cities, promoting bulk cement in rural areas, and strengthening modern logistic system development. 2, Bulk cement development brings economic and social benefit Bulk cement promotes energy saving and pollution reduction in production, logistics and utilization which brings obvious economic and social benefit. Bulk cement saves disposable bag and reduces resources consuming in production. It avoids damaged bag and reduces wastage in logistics. And it also benefits for integrative utilization, releases pressure of solid discharge on environment, and realizes clean production and reduces pollution. 2, Current problems and difficulties in bulk cement development There are problems and difficulties in current bulk cement development in China, such as low general level, big distance among different areas and imbalance in development, for lack of effective restrict and control mechanism and short investment in facility.
