Ministry of Commerce released days before the Announcement No.23, 2007 to specifically regulate import and export administration of the mixture in item 7 of Administration of the Imports and Exports of Chemicals Used in Production of Narcotic Drugs and Psychotropic Substances, of the Announcement No. 7. It regulated that the product was confirmed as the mixture in item 7 when it was consisted of more than 40% (excluded 40%) of one of the chemicals used in production of narcotic drugs and psychotropic substances, such as toluene, acetone, butanone, and sulfuric acid, consisted of the goods have a more than 10% (excluded 10%) of hydrochloric acid and consisted of the other chemicals, besides the 5 chemicals mentioned above, listed in the Administration (excluded compound preparation engaging with such chemicals). And it should, according to the Administration, apply for permission to relevant authorities of commerce, so as to obtain the license for import and export. The product which was consisted of one of the mentioned chemicals, like toluene, acetone, butanone, sulfuric acid, and hydrochloric acid, that lower that the proportion regulated, did not confirmed as the mixture. The import and export engaging with such chemicals had no need to apply for permission. The announcement made clearly as well that, when the operators cleared the goods through the customs, they should declare the chemical proportion according to the fact and brought forth relevant certificates.
