Good afternoon, ladies and gentlemen, I am very glad to have this opportunity to meet you and further discuss issues on intellectual property rights protection and the trade competitive strength of our enterprises. This forum is a concrete implementation of strengthening intellectual property rights protection, and it is of great significance for enterprises to enhance their consciousness of intellectual property rights, strengthen mutual understanding and communication as well as create a good environment for both innovation and competition. I would like to, on behalf of the MOFCOM, express our congratulations to the successful opening of the forum, and extend our sincere and warm welcome to all the guests here, especially to those foreign friends who have traveled a long way to attend the forum in Beijing. Vice Premier Wu Yi just made a theme topic speech, which well demonstrates Chinese government’s stands and determination in the intellectual property rights protection issue. Today, with the rapid development of high technology, uprising of knowledge-based economy and acceleration of the economy globalization, the importance of intellectual property rights has been elevated unprecedentedly and has become a major means for nations and enterprises to attain advanced position in technological and economic competitions, and the key factor of their competitive strength. Intellectual property rights protection has become the basic rule of international economic and trade cooperation, and one important requirement to develop enterprises worldwide. The future competitions among enterprises will be competition of intellectual property rights. If enterprises want to retain their market share among fierce competitions, they should improve their independent innovation system unceasingly, develop core technology of their own and cultivate independent brand and enhance their innovation, application as well as protection capability of intellectual property rights. MOFCOM has given consistent support to help enterprises with their intellectual property rights innovation and protection, and has strived hard for creating a helpful market environment for technological innovation. Minister of Commerce Bo Xilai indicated that China’s independent innovation capability will not develop to its full potential until there is a sound protective system for intellectual property rights, which will not only have influence on China’s image to the world, but also on China’s development and profits in the future. Over the past few years, MOFCOM and other related departments have done the following work: 1. Implementing the Strategy of Invigorating Trade through Science and Technology to the full scale. MOFCOM, along with other related departments established policies in accordance with China’s strategy of invigorating trade through science and technology. As a result, China’s high-tech product export volume went up by 8 times, and its proportion to the national export increased by 17.6 percentage points. 2. Implementing “Project of Intellectual Property Rights Protection Network”. Based on the distribution of the National Working Group for Intellectual Property Rights Protection, MOFCOM has supported related local departments in establishing 50 complaint service centers for protection of intellectual property rights, and has set up public service platforms for enterprises to better protect their intellectual property rights. Meanwhile, MOFCOM also launched the “Intellectual Property Protection” website in both English and Chinese, which offers on-line consulting service for enterprises. 3. Working actively to solve disputes concerning intellectual property rights in foreign trade. MOFCOM and related departments have established a bilateral mechanism for intellectual property rights with the U.S. and some European countries, which enable the two sides to strengthen understanding via dialogues and communication, thus resolve possible disputes over intellectual property rights. 4. Implementing brand strategy to invigorate trade. MOFCOM has constituted the “Measure for Brand Assessment and Protection in Commercial Field”, which developed into 4 systems known as brand assessment, brand promotion, brand protection and brand popularization. It also organized the “Grand Brand Promotion Tour” and issued 222 “the most competitive China’s market brands”. Meanwhile, MOFCOM also launched the “Project of Revitalizing the Time-honored shops and Enterprises” and re-recognized China’s time-honored shops and enterprises, which boosted their revitalization and development to the full scale. 5. Strengthening protection of intellectual property rights at fairs and exhibitions. MOFCOM has worked together with related departments and released the “Measure for Protection of Intellectual Property Rights at fairs and exhibitions”. It also held the “IPR Protection at Fairs and Exhibitions”, which effectively terminated illegal conduct of infringement of intellectual property rights and purified the trade environment at Fairs and Exhibitions. 6. Working actively to protect legal rights and interests of Chinese enterprises who are participating in commercial activities abroad. MOFCOM set up the “Complaint Service Center for Chinese Enterprises Doing Business Abroad” and launched the “12315 service hotline”, which offer free law consulting services and take over complaint cases from Chinese enterprises via internet, hotline, letters and so on. Meanwhile, the MOFCOM also helped enterprises solve disputes on intellectual property rights out of borders. The next several decades are crucial times for China to implement the scientific concept of development to the full scale and to build an innovation-oriented nation. We should seize every opportunity to protect and make the best use of our intellectual property rights; cultivate and advance enterprises’ capability construction of independent innovation. We should let the world know that China does not only have good and inexpensive products, but also has its own intellectual property rights, which embodies the intelligence and wisdom of our Chinese nation. We would like to offer better and more professional services to more enterprises. Therefore, MOFCOM, along with other related departments will continue to work on the following aspects: 1. MOFCOM will, in accordance with the “Foreign Trade Law”, enact “Measure of Intellectual Property Rights Protection in Foreign Trade”, which will further strengthen the importance of the protective system of intellectual property rights in foreign trade, and stimulate enterprises’ enthusiasm of independent innovation as well as ensure that their intellectual property rights will not be infringed upon. 2. Strive hard to increase exports of high-tech products of self-owned brands and intellectual property rights, and to accelerate an organic combination of trade and technology industry. 3. Further exert the function of the “Complaint Service Center for Chinese Enterprises Doing Business Abroad”. Learn and help enterprises to solve problems efficiently, and strengthen overseas intellectual property rights protection training to improve enterprises’ reacting capabilities to problems concerning intellectual property rights. 4. Maintain the improvement and achievement that have been attained in China’s intellectual property rights protection, and enhance understanding and communication with media from other countries. 5. Play an active role in international exchange and cooperation in intellectual property rights. Participate in various activities in the field of intellectual property rights, which are held by the World Trade Organization, World Intellectual Property Organization, Asia-Pacific Economic Cooperation and other major international organizations. Enhance exchange and cooperation concerning intellectual property rights, and strengthen mutual understanding with other countries.
