China and Australia Exchanged Letters on Enhancement of Cooperation in AIDS Prevention and Cure and Establishment of Water Rights

On Feb. 13, Mr. Yi Xiaozhun, Vice Minister of Commerce, and Dr. Geoff Raby, Australian Ambassador to China, exchanged letters on behalf of governments of China and Australia the China-Australia Development Cooperation on Project of AIDS Prevention, Cure and Care in Xinjiang and Project of Water Rights Establishment. According to the letters, Australian government would provide total AUD6 million (equaling US$4.65 million) grant aid to China.

MOU on Project of AIDS Prevention, Cure and Care in Xinjiang was signed in Feb. 2002, and Australia provided AUD14.46 aid within 5 years. In order to enhance the achievements of the Project, China and Australia exchanged letters, prolonging the implementation period of the Project for 2 years (from March 1, 2007 to Feb. 28, 2009), and Australia would provide additional aid with a value of AUD4 million (equaling US$3.1 million), which would be used to further strengthen the capacity of Xinjiang to respond to HIV/AIDS, suppress the spread of HIV/AIDS and relieve the affection of HIV/AIDS on the social and economic development of Xinjiang.

Project of Water Rights Establishment aimed at pushing forward the establishment and improvement of China's water rights trading system. In the first phase, Australia provided AUD900 thousand aid and was completed in Oct. 2006. In order to extend experiences and reinforce the cooperation in water rights, China and Australia continued the project and launched the second phase and Australia would add AUD2 million (equaling US$1.55 million) assistance.
