In order to implement the spirit of circular made by State Council on better ensure grain and oil supply and stabilize grain market, MOFCOM issued circular on better ensure market supply on New Year's Day of 2007 and during spring festival which request all local administrations of commerce to adopt measures for ensuring stable market during holidays. 1, strengthen supervision and inspection on necessity market, especially for grain and oil market, pay close attention to supply and demand and change of price. Start up system of reporting such necessity as grain and oil every day once it is necessary. Precisely analyze, judge and prospect the market tendency and report issues in time. Strengthen contact of ventures selling gain and oil, grasp storage and purchase and sale of ventures. Strengthen guidance of information, issue market situation promptly, maintain normal market order and ensure social stylization. 2, Strengthen coordination with departments of railway, communication and grain and oil so as to closely connect processing, transportation and sales of grain and oil and ensure smooth market channel. Organize and guide distribution ventures to store goods actively and increase storage properly， so as to ensure supply of grain and oil during holidays. 3, Strengthen management on distribution ventures, guide selling ventures to examine qualification of the goods themselves and check the producing date, guarantee period, stocking channel, package qualification and processing sanitation and environment. Supervise and examine whole sale market, supermarket and agricultural market of grain and oil in town with relevant departments, firmly fight against illegal action like forestalling, biding up price, manufacturing and selling fake commodities. 4, Take it as the first priority of ensuring supply of grain and oil market, maintaining market prosperity and stabilization during holidays and actually strengthen organization and guidance.
