On Sept 5, 5th standing working group meeting on Sino-Russia border trade and economic cooperation held in Beijing. The meeting was co-chaired by Vice Minister Yu Guangzhou and Pohomarev, Vice Minister of Russian Regional Development. Nearly 80 representatives joined the meeting. They were from relevant departments, neighboring local governments and enterprises in China and Russia engaged in trade and economy, foreign affairs, transportation, banking, customs, quality supervision and tourism. Mr. Yu reviewed situations of Sino-Russia cooperation on border trade and economy after 4th working meeting held in 2001. He said, from 2001 to 2005, border trade value between China and Russia increased from US$2.3bln to US$5.6bln; neighboring areas of the two countries were main trade partner of each other. Border trade cooperation became diversified, and Southeast, Central and West China actively cooperated with Russian and European areas. Abundant achievements gained by border trade and economic cooperation construction. Both two countries actively organized trade and economic delegations to participate big exposition and fairs held on the border of China and Russia. Cooperative environment and situation on border kept improving, communications of personnel, goods, service and information became faster, and trade and investment became more convenient. Mr. Yu said Sino-Russia border trade development developed fast, with strong complementarity and integrated predominance, and great developing potential. The two countries should together strive to reach the goals of US$15-20bln border trade value by 2010, apply to regulate border trade order, improve trading structure, strengthen infrastructure construction at port, enlarge two-way investment and economic technology cooperation, improve border trade service system, and promote cooperative level between China and Russia. Pohomarev fully agreed with analysis and evaluation made by Mr. Yu on current Sino-Russia border trade. He said, Sino-Russia border trade cooperation developed fast since 2001 and played active role in pushing forward development of neighboring areas. Both the countries carried out a series of cooperative activities on trade and economy during the Year of Russia, set up contact mechanism, and promote to solve exited issues in regional cooperation. China and Russia had great potential on developing border trade and economic cooperation, so that they would promote two-way investment, strengthen service trade on transportation, tourism, outsourced projects and labor service cooperation. They also negotiated on issues, such as developing interchange trade for borderers, strengthening infrastructure construction at border port, expanding labor service cooperation, improving clearance efficiency, enhancing cooperation on border quality inspection and quarantine, and carrying out activity of the Year of China and Year of Russia.
