| National Meeting on Fair Trade Held in Fuzhou |

On July 20, 2006, the Ministry of Commerce held a national meeting on Fair Trade in Fuzhou, which was the third meeting concerning fair trade nationwide since the construction of the Ministry, analyzing current situation confronted with during the work of fair trade, arranging tasks in the next step and stressing to further enhance the application rules to protect legal rights of Chinese industries. Vice Minister Gao Hucheng pointed out at the Meeting that Chinese foreign trade developed with a high speed in recent years, and value of imports and exports increased from US$474.3 billion in 2000 to US$1.4221 trillion in 2005, meanwhile, China faced with more trade frictions. We should improve the policies on fair trade in the work according to the requirement of the Eleventh Five-Year Planning to enhance the capacity of handling trade disputes and better defend legal rights of enterprises and interests of our country to strive to create a stable external environment for economic development within a short period. Mr. Gao Hucheng said that China's work on fair trade in recent years have made stable progresses. Trade law system for imports and exports were improved day by day and the Ministry put forward a serious of department rules on anti-dumping, anti-subsidy, safeguard measure, procedures for investigation, and investigation on trade barriers on the basis of relative laws and regulations like Foreign Trade Law to respond to trade frictions to gradually enhance the capacity of maintaining export environment. The coping mechanism of "Joint Action of 4 Parties--Ministry of Commerce, local administrative departments of commerce, industrial agencies and enterprises involving in relative cases" tended to be perfect gradually, and response to a series of important cases made remarkable achievements. Awareness and quality of Chinese industries to apply international rules to protect legal rights and interests of themselves were improved, strongly keeping a fair competition of market environment. Besides, China positively participated the consultation and negotiation on drafting and revisal of anti-dumping rules in Doha Round Negotiations. Mr. Gao Hucheng stressed that we should fulfill the concept of scientific development, transform trade growth mode, supervise and urge enterprises to earnestly implement the social responsibilities of environmental protection, production safety and labor rights, should reduce trade friction at root in the process of trade friction settlement, should further strengthen the awareness of rules, improve the working mechanism of Joint Action of 4 Parties to better utilize international rules to develop and protect legal rights and interests of industries to enhance the capacity construction of work on fair trade. Wang Shichun, Director of MOFCOM Bureau of Fair Trade for Imports and Exports, summarized the work of China on fair trade in recent years and arranged tasks for the future work in the next period. 22 advanced collectives and 18 advanced individuals of work on fair trade in China were granted high praise at the Meeting. Representatives from departments of CPC Central Committee and the State Council, administrative departments of provinces, autonomous regions and municipalities directly under the Central Government, major industry associations and Chambers of Commerce, totaling more than 180 people, took part in the Meeting.
