| First Exhibition on Successful Bidding Invitation for China Machinery and Electronic Products Opened |

Exhibition on Successful Bidding Invitation for China Machinery and Electronic Products and Winning Bidder was held from August 17 to 19 in Beijing International Exhibition Center, jointly sponsored by the Ministry of Commerce and National Development and Reform Commission of PRC. It is the first national exhibition for China in the development history of tending. Theme of the Exhibition was the development and achievement of Chinese tending for machinery and electronic products, it fully summarized and showed the development history and great progress of bidding for such products through a big amount of photos, models and newsreels, which completely introduced the outstanding contribution of bidding for machinery and electronic products to the reform and open-up, and modernization construction. As the first comprehensive exhibition on national successful bidding, it attracted much attention from relative departments of the State Council and the society. Wei Jianguo, Vice Minister of Commerce, Ou Xin Qian, Vice Director, National Development and Reform Commission and officials from other ministries and committees, departments of commerce and departments of development and reform at all levels, and institutions of international financial organization in China like World Bank, agencies of bidding and other famous people at home and abroad attended the opening ceremony, totaling 500 people. Mr. Wei Jianguo stressed in his speech that we should further strengthen promotion and propagandizing of bidding guided by the spirits of 16th CPC Congress and the Third and Fourth Plenary Sessions of 16th CPC Central Committee and command the overall situation with the scientific idea of development so as to enhance the construction of legal system of bidding, should completely use WTO rules and international convention to promote the mode of network bidding to guarantee the transparency and fairness, high efficiency and saving of bidding activities, should further improve market control of government and public service to protect practically the legal rights of all parties of bidding to yield the economic and social returns of the industry, and to push forward the healthy, accordant and all-round development of national bidding market so as to contribute new more to construct a harmonious socialist society. According to incomplete statistics, in the Seventh Five-Year Plan, total value of machinery and electronic products bidding amounted to about RMB18 billion, the average capital saving rate was about 16.95%; and in the Eighth Five-Year Plan, total value was RMB48 billion, the average rate was 15.5%; in the Ninth Five-Year Plan, total value was RMB223.6 billion, the average rate was 116.8%; and in the Tenth Five-Year Plan, total value was expected to break through RMB870 billion. The practice of 20-year development indicated that bidding for machinery and electronic products played an important role in optimizing resources allocation, promoting fair competition, improving investment return, preventing and restraining corruption. The management system of bidding for machinery and electronic products with a sound legal system, normative rules, scientific management and effective supervision has been primarily established, and on the other hand, a fair, open, sincere and credible market of bidding for the products in a good order was formed and got rapid development.
