| Economic Growth Rate in Inner Mongolia Autonomous Region Ranked Top in the Nation for 2 |

In 2004, Inner Mongolia Autonomous Region earnestly implemented the concept of scientific development and various measures put forward by Central Government on enhancing macro controlling, made full use of the resource advantage in the Region, expedited the development of bottleneck industry with efforts, actively adjusted economic structure, further deepened reforms and went on optimizing development environment. The driving effect by big projects was outstanding and the economic growth base was more stable. According to the latest statistics announced by Statistics Bureau of the Region, economy in Inner Mongolia Autonomous Region in 2004 maintained a rapid growth, the aggregate enlarged and economic growth rate hit the highest since the reform and open-up. After the primary calculation, output value in the Region amounted to RMB271.208 billion, up by 19.4% compared with the previous year and 9.9% more than that of the nation, ranking top for 2 consecutive years. GDP of the Region increased, the primary industry up by 11.7%, the secondary industry by 27.5% and tertiary industry by 13.4%. GDP per capita in 2003 broke through US$1000 and reached RMB11305 in 2004, exceeding the national level for the first time. Which marked that Inner Mongolia Region possessed the character and condition of keeping long-term development with a high speed. Quality of economic growth upgraded obviously, macro and micro effects were integrated. Total financial revenue in the Region amounted to RMB36.314 billion, up by 40.7% compared with the previous year, hitting the highest in the past 11 years. The composite index of economic benefit was 163.84, hitting the historical high and 28.75% more than that of the previous year. The Region get the third high-production of grain in the history, and farming kept a stable development. The implementation of various measures by Central Government and the Region on supporting grain production aroused the enthusiasm of farmers, the status that area of planting decreased for 5 years running now changed, total output of grain amounted to 15.05 million tons, 1.443 million tons more than that in the previous year and increase rate was 10.6%. Farming rose stably. Industrial production kept a fast growth, and the process of industrialization upgraded obviously. Meanwhile, Total industrial added value reached RMB101.566 billion, up by 29.8% compared with the previous year and 2004 was the year with biggest growth rate since reform and open-up for the Region. The proportion of total industrial added value to GDP hit the historical high and was up to 37.5%. Investment in fixed assets maintained a rapid growth, the situation that part of industries invested without full consideration and reconstruction at a lower level was controlled effectively. Consumer goods market turned to be rising and stable, the consumption structure changed enormously. In 2004, total retail sales of consumer goods in the Region amounted to RMB89.196 billion, up by 22.7% and 10% more than that in the previous year. The consumer goods market presented 3 characters: 1, Catering went on rising. 2, Consumption in automobile, housing, house decoration and tourism was gradually expanded. 3, Consumption in home appliance and communication expedited its upgrade. Besides, Inner Mongolia Region made a huge breakthrough and stable increase in open-up, use of foreign investment and deposit and debt etc. Meanwhile, price kept stably and consumer price in the Region was up by 2.9% compared with that in the previous year, 1% lower than the national growth.
