In 2004, our country implemented the "Going Out" strategy and made new development. It's promotion, service and supervisory system is becoming more perfect gradually; it is convenient for overseas investment, which developed steadily throughout the year, the overseas contracted project developed at a high speed, the foreign service cooperation kept fast growth and "going out" got on to a track of sound and fast development.

First, development of "going out" in 2004

Investment overseas
According to the statistics from Ministry of Commerce, in January through November 2004, the non- financial direct investment of our country was US$ 1.8 billion, currency investment was US$ 1.69 billion, accounting for 93.75%; material investment was US$ 78 million, accounting for 4.33%; other investment was US$ 35 million, accounting for 1.93%.

Overseas contracted project
In January through November in 2004, the foreign contracted project of our country made a turnover of US$ 14.48 billion, up by 28.8% compared with the same period of last year; new contract value was US$ 20.75 billion, up by 43.5% compared with the same period of last year. By the end of November of 2004, the overseas contracted project of our country had made a turnover of US$ 111.038 billion; contract value was US$153.199 billion.

Labor service cooperation overseas
In January through November in 2004, labor service cooperation overseas of our country made a turnover of US$ 3.15 billion, up by 9.8% compared with the same period of last year; new contract was US$ 2.95 billion, up by 12% compared with the same period of last year; dispatched workers were 210,000, up by 17.3% compared with the same period of last year; by the end October total number of all kinds of dispatched workers had been 532,000, 24,000 people more than the same period of last year. Turnover made by labor service cooperation mainly from Japan (22.2% ), Singaporean (11.4% ), South Korea (7.9% ), Hong Kong (2.8% ), Russia (4.1% ); New contract value distributed in Japan (26.5% ) , Russia (7.2% ) , South Korea ( 7.1% ), Hong Kong (6.6% ), Singapore (5.9% ).

By the end of November of 2004, labor service cooperation of our country had finished accumulative turnover of US$ 3.22 billion, the contract value US$ 35.56 billion, and dispatched all kinds of workers 3,092,000.

Second, new characteristic of development of "going out" in 2004

Overseas processing trade grows fast, and Latin America became the main area of our country’s investment this year. In the first three quarters, Ministry of Commerce approved and put on record 95 processing trade enterprises, including 9 projects with increment of investment, two times that of last year; China agreed investment was US$ 242 million, up by 92% compared with the same period of last year. In January though November, the investment in Latin America by our country was US$ 889 million dollars, accounting for 49.3%, which exceeded Hong Kong and became main area of our country's investment this year.

Contracted projects overseas kept fast growth and were on a track of sound and fast development. With the constant enhancement of enterprise of our country, especially in recent years the country issued a series of policies and measures to encourage and support the development of contracted projects overseas, the promotion system of contracted project s overseas took shape.

Business order of labor service cooperation overseas turned good, keeping growing at a fast speed.
