Head of MOFCOM Bureau of Fair Trade for Imports and Exports comments on U.S. preliminary ruling of anti-dumping and anti-subsidy investigation against imports of solar panels from China


The U.S. International Trade Commission (USITC) has made preliminary ruling on anti-dumping and anti-subsidy investigation against imports of solar panels from China on December 2, 2011. The ruling believes that imports of solar panels from China has caused substantial damage to U.S. solar panel industry.

Head of MOFCOM Bureau of Fair Trade for Imports and Exports expressed concern that the USITC, in the absence of sufficient evidence for damage of U.S. solar panel industry, and regardless of defenses from Chinese solar panel industry and strong opposition from the U.S. solar panel industry and other interested parties, has made a preliminary ruling that is inconsistent with the facts, which highlights the strong trade protectionism of the U.S. And China hopes the U.S. to analyze in an objective manner on the real causes of the incompetitiveness in some U.S. solar panel enterprises, and avoid abuse of trade remedy measures which may hurt normal trade and mutually beneficial cooperation in new energy between enterprises of the two countries.
