To promote development of open economy, Shaanxi government recently decided to make Shaanxi Province the pioneer of inland open economy and take investment attraction as the primary task of opening-up, putting forward the target of introducing 100 Fortune 500 enterprises in 5 years. It is understood that the Shaanxi provincial government recently introduced Decisions on Further Promoting Development of Open Economy, which aims to further expand the opening-up and promote the development of open economy. An important objective of the Decisions is through 5-year efforts to enlarge the scale and enhance the level of investment attraction in Shaanxi Province, making the actual use of foreign capital within borders increase 30% annually. To achieve this target, Shaanxi Province will take investment attraction as the primary task of opening-up and accelerate the utilization of foreign capital. Take the United States, Germany, Japan, Korea, Thailand, Singapore, Taiwan, Hong Kong and Macau as focus to introduce the well-known multinational companies and enterprises. Encourage foreign investors to participate in the reorganization of state-owned enterprises in various forms, encourage foreign-invested enterprises to increase capital and expand shares, and accelerate the localization process. Further strengthen investment attraction in headquarters, and vigorously attract the Fortune 500 and multinational companies to set up regional headquarters and functional headquarters, e.g. R&D center, logistics center, procurement center and exhibition service center, in Shaanxi. |
