In April this year, Premier Wen Jiabao signed a framework agreement on enhancing the cooperation in energy conservation and environmental protection field of both countries during an official visit to Japan. Based on this agreement, Japanese government has planned to provide a sum of money to promote their enterprises carrying out environmental protection projects in China. Shandong is a big province with a great deal of resources but also with considerable energy consumption and the highest emission of Sulfur Dioxide and Carbon Dioxide across the nation, which has shown a huge business opportunity to Japan, which has a high standard environmental protection industry.
Currently, under the framework of “Kyoto Protocol”, Japanese government set up a “Carbon Foundation” to give policy subsidiary to enterprises investing in overseas environmental protection projects and emission right transaction is allowed by especially setting up a “Japan and China Energy Conservation and Environmental Protection Convention”. Theses major Japanese energy conservation and environmental protection projects will be mainly in Shandong.
Lately, large Japanese enterprises such as ITOCHU, Mitsubishi, Marubeni, Hitachi and TORYLAC visited Shandong successively to inspect energy conservation and environmental protection projects, mainly covering CDM (CO2 reduction), wind power electricity generation, sea water desalting, garbage treatment and sewage water disposal.
