MOFCOM Spokesperson's Remarks on China's Initiation of an Anti-Dumping Investigation into Certain Analog IC Chip Imported from the United States

Q: We have noted that MOFCOM has announced an anti-dumping investigation into Certain Analog IC Chip imported from the United States. Could you provide further details?

A: Recently, the United States government has overstretched the concept of national security, abused export controls, and imposed "long-arm jurisdiction" to maliciously block and suppress China's chip products and artificial intelligence industry. These actions seriously violate WTO rules, undermine the legitimate rights and interests of Chinese enterprises, and China firmly opposes them.

This anti-dumping investigation is initiated upon application by China's domestic industry, in compliance with China's laws and regulations and WTO rules. The investigation covers Certain Commodity Interface IC Chip and Gate Driver IC Chip imported from the U.S. Preliminary evidence submitted by the applicant shows that from 2022 to 2024, imports of the products under investigation surged by 37% cumulatively, while import prices dropped by 52% cumulatively. This has depressed and suppressed domestic product prices, causing injury to the production and operations of China's domestic industry.

Upon receiving the application, the investigating authority conducted a legal review of the application documents and determined that the application meets the criteria for the initiation of an anti-dumping investigation. The authority will carry out the investigation in strict compliance with statutory procedures, fully safeguard the rights of all interested parties, and issue an objective and impartial ruling based on the investigation findings.
