A: After the beef safeguard case was filed, MOFCOM, in accordance with statutory procedures, has conducted the investigation through questionnaires, public hearings, on-site inspections and other means to collect evidence and extensively heard the comments of interested parties, so as to ensure the objectivity and fairness of the process.

The case has drawn wide attention. Governments, industry associations, and producers of beef-exporting countries and regions, as well as domestic industry associations, breeders, and importers have submitted a large amount of data and written materials. The investigating authority is conducting a comprehensive review of the inputs and submissions from all parties and prudently assessing, in accordance with the law, whether the case meets the statutory conditions for the imposition of safeguard measures.

Given the large workload and the complexity of the case, the investigating authority has decided, in accordance with Chinese laws and WTO rules, to extend the investigation period by three months to November 26, 2025. The investigating authority will continue to advance the investigation in accordance with the law and make an objective and impartial determination based on the findings. China will also maintain communication with all parties to jointly uphold a sound and stable international trade environment.
