A: In recent years, the United States has imposed a series of prohibitive and restrictive measures targeting China in the integrated circuit sector, including the Section 301 investigations and export control measures. These protectionist practices are suspected of discrimination against China and constitute containment and suppression of China's development in high-tech industries, such as advanced computing chips and artificial intelligence (AI). These actions not only undermine China's development interests but also severely disrupt the stability of the global semiconductor industrial and supply chain. China firmly opposes such practices.
In accordance with relevant provisions, including Article 7, Article 36 and Article 37 of The Foreign Trade Law of the People's Republic of China, China has decided to initiate an anti-discrimination investigation into U.S. measures targeting China in the integrated circuit sector. Corresponding measures against the U.S. will be taken based on actual circumstances.
This investigation will be conducted in accordance with the principles of justice, fairness and transparency. All interested parties affected by U.S. measures, including Chinese domestic industries and enterprises, are welcome to actively participate in the investigation. China will take all necessary measures to safeguard the legitimate rights and interests of Chinese enterprises.
