These protectionist practices are suspected of discrimination against China and constitute containment and suppression of China's development in high-tech industries, such as advanced computing chips and artificial intelligence (AI). These actions not only undermine China's development interests but also severely disrupt the stability of the global semiconductor industrial and supply chain. China firmly opposes such practices.

In accordance with relevant provisions, including Article 7, Article 36 and Article 37 of The Foreign Trade Law of the People's Republic of China, China has decided to initiate an anti-discrimination investigation into U.S. measures targeting China in the integrated circuit sector.
